what is the difference between google apps and google pages?

i know google apps works with existing domains, and does not host, but googlepages is basically hosting a free page. am i just missing something obvious or is this a valid confusion? i was able to make a google apps page with my current org domain but i’d rather use a free page for this non-profit. thanks!
